Boliden Tara Mines Lands, Navan, Co Meath

Client: Boliden Tara Mines Ltd and Menolly Group

Declan Brassil & Company Ltd advised in relation to 330 ha of land in Navan within the control of a Joint Venture development partnership between Boliden Tara Mines Ltd and Menolly Group for the purposes of delivering the development potential of the lands in the review of the Navan Development Plan 2003-2009. A detailed submission was prepared in association with Murray O’Laoire Architects, Clifton Scannell Emerson Consulting Engineers, CHL Economists, and Peter Latz Landscape Consultants, for a major mixed use expansion of the town to the north-west of Navan town centre.

The submission established that subject lands represent the most significant and strategic development land asset in the environs of the town centre. The lands represent a unique opportunity to facilitate the town in meeting the strategic national, regional and County strategies and objectives with regard to its status as a regional development centre, and the concomitant provision of high order employment, healthcare, recreational, public transportation, community and educational, infrastructural services and sustainable communities.

The submission included a detailed Masterplan prepared by the Project Team which established how the phased development of the lands could accommodate the implementation of these strategies and the continuation of the core mining operations and appropriate after-use of the core mining areas.

The lands were designated for future development in the Navan and Environs Development Plan 2009-2015 and were selected as the preferred location for a new Regional Hospital to service the Meath, Cavan, Monaghan and Louth area.
