Biomass CHP Plant, Balrath

DBCL was the Lead Consultant for the preparation and lodgement of a planning application for a bioenergy plant producing wood and energy crop bio-fuels incorporating a combined heat and power plant and exporting electricity to the National Grid at Balrath, Kells, Co. Meath. 

Planning Permission was grnated by An Bord Pleanala in October 2012 following Third Party Appeals for the development which includes for the introduction of an integrated combined heat and power plant (CHP) utilising wood and biomass fuels to generate the electrical power required for the Bioenergy Plant.  Surplus electrical output will be exported to the National Grid as Green Carbon-Neutral Electricity, and surplus recovered heat from the CHP process will provide the energy required to supply the Biofuel Drying Process. The permitted development includes for a new access to the N52 National Road.

The principal rationale for this ‘green-energy’ development is grounded in a cross-sectoral response to changing technology, environmental requirements and market conditions, and more particularly the evolving legislative and policy framework for agricultural and forestry production, energy security, the manufacture of biofuels, climate change and reducing CO2 emissions. Investment in the nature of the project proposed is critical to meeting international commitments and ambitious national policy targets and objectives. The proposed development is of strategic national importance in providing a major investment initiative at local and regional level to national commitments on climate change, renewable energy, international competitiveness and the Smart Economy.
